Springfield Update: 5/13/26

The spring legislative session in Springfield is winding down. The Illinois House and Senate are both scheduled to conclude on May 31. Here’s the latest news on priority legislation for which Ride Illinois is advocating:

  • SB3336 Sensible Micromobility Regulations: the bill passed through the Senate unopposed (54-0) and the House Transportation: Vehicles & Safety committee (10-0). The next step is a full vote in the House, which could take place as soon as next week. House amendment 2 has an effective date of January 1, 2027. We’ll continue working with the General Assembly, the Secretary of State, and partners to ensure the bill arrives on Governor Pritzker’s desk for signature.

  • HB4948 Intelligent Speed Assist: the bill to require ISA devices on Super Speeders – motorists who have more than one violation for driving 26 miles per hour or more over the speed limit – passed the House (77-24) and the Senate Transportation committee (18-0). The next step is a full vote in the Senate, which could take place as soon as next week.

  • Ride Illinois is a member of a working group that is developing Walk, Bike, Micromobility curriculum for use in Illinois schools. This current title for this initiative is the Illinois Safe Mobility Education Pathway. The goal is to develop curriculum and resources to conduct a pilot program in a limited number of schools in Fall of 2026 with a wider roll-out planned for Spring 2027.

  • Bills to reduce urban speed limits, such as SB3374 are still active and quite complex. We’re monitoring such bills and keeping in touch with partners so we can activate members and supporters of reducing speed limits when the time is right.
