HB 4948 Passes
HB 4948 – a bill sponsored by Representative Marti Deuter and Senator Julie Morrison and championed by Ride Illinois – passed the full Illinois Senate on Wednesday May 21, 2026 with a vote of 49-9. The bill is now headed to Governor Pritzker’s desk. We gratefully acknowledge the members of the House and Senate who voted in favor of this important, safety-focused legislation.
The Facts
Speeding contributes to 1/3 of deadly crashes across the US, and a small number of “Super Speeders” are disproportionately responsible
299,133 crashes occurred on Illinois roads in 2023 and speed accounted for 31.3% of total crashes and 44.9% of deadly crashes
Studies show this small group of repeat speeders are up to five times more likely to be involved in a serious or fatal crash
HB 4948 addresses this issue by using Intelligent Speed Assistance (ISA) in vehicles driven by the most dangerous speeders. ISA is a proven, life-saving technology that helps vehicles stay within the posted speed limit – it stops speeding while allowing otherwise high-risk drivers to make daily trips.
HB 4948 Will
Apply to drivers convicted of reckless driving and/or other speed-related offenses
Establish a state-sanctioned ISA program while upholding the rules of the roads
Allow judges to require eligible drivers to drive a vehicle equipped with an ISA device
Allow drivers to meet their daily needs without accumulating additional speed-related points or convictions
Make our roads safer for everyone including drivers, passengers, as well as those most vulnerable who are walking and biking
