Springfield Update: 4/23/26
In the days before and after Ride Illinois’ 2026 Bike & Trail Lobby Day, there was quite a bit of activity on priority legislation in Springfield.
SB3336 Sensible Micromobility Regulations: the bill passed through the Senate unopposed (54-0) and is now with the House. Ride Illinois is collaborating with partners to submit revisions to the version of the bill that passed the Senate – including some that could not be incorporated due to the tight timeframe. We’ll continue working with sponsors in the House, the Secretary of State, and other partners so the amended bill that is discussed in committee in the House between May 5-8 is both clear and effective.
HB4948 Intelligent Speed Assist: the bill to require ISA devices on Super Speeders – motorists who have more than one violation for driving 26 miles per hour or more over the speed limit – passed the House (77-24) and is now with the Senate. Amendments to the bill are likely and discussion with partners, including Families for Safe Streets, will continue leading up to the bill being discussed in committee in early May.
Bills to reduce urban speed limits, such as SB3374 are still active and quite complex. We’re monitoring such bills and keeping in touch with partners so we can activate members and supporters of reducing speed limits when the time is right.
During Lobby Day, participants directly asked state representatives and senators to invest in Illinois trails. Trails are essential infrastructure that support healthier communities, safer transportation options, and stronger local economies. While legislation was not introduced this session, Lobby Day was an opportunity to set the table for future action, leadership, and creative solutions to improve and develop trails in Illinois.
